Türkiye bars under-15s from social media, with age checks through e-Devlet

A regulation drafted by the Cyber Security Directorate was published in the Official Gazette on 10 October. Domestic and foreign social networks accessed from Türkiye may no longer serve users under 15. Age will be verified with a token generated in e-Devlet, and existing accounts must be checked by 31 March 2027.

According to Bloomberg HT, the regulation requires private accounts by default for users aged 15–18, bans them from live streaming and mandates technical measures against screenshots. Infinite scroll and autoplay will be switched off on children's accounts, and personal data may not be used for behavioural profiling or personalised advertising. According to CNBC-e, the token will only show whether the 15 and 18 age thresholds have been passed and will carry no identity data. Providers that fail to comply will face the relevant provisions of Law No. 5651.

Sources differ on the effective date. Bloomberg HT and Dünya give it as 1 November 2026, while CNBC-e writes that the regulation took effect on publication. Both agree on the 31 March 2027 deadline for verifying existing accounts. The reports give no details on fine amounts or on sanctions such as bandwidth throttling, and these could not be verified.

The technology dimension of the rule goes beyond the age limit. The key to age verification is tied to the state's identity infrastructure, and foreign platforms must use the token for every account in Türkiye. In effect, platforms must route their Turkish user base through state infrastructure by 31 March 2027. Non-compliance could trigger sanctions under Law No. 5651.
