Turkish parliament ratifies joint defence pact with Pakistan and Saudi Arabia

The General Assembly of the Grand National Assembly of Türkiye (TBMM) passed the bill approving ratification of the Mecca Joint Defence Agreement by 279 votes to 119. The 16-article agreement treats an external armed attack on one party as an attack on all.

Location: TBMM

According to Takvim, which published at 00:04 on 6 November, the bill was backed by the AK Party, the MHP and the CHP; 398 votes were cast in total. According to the text cited by NTV, a Strategic Political and Defence Committee of foreign ministers, defence ministers and chiefs of general staff will meet twice a year. According to Evrensel, the secretariat will be based in Saudi Arabia, and Pakistan will hold the first secretary-generalship for 3 years. The agreement enters into force when the last instrument of ratification is deposited with the secretariat.

The sources read the duration differently. Evrensel describes the agreement as open-ended, with a right of withdrawal 10 years after entry into force on at least 3 months' written notice. NTV likewise writes that withdrawal is not possible in the first 10 years. Most sources date the vote to 5 November; Evrensel gives 6 November.

According to Anadolu Agency, Altunyaldız, speaking for the AK Party, said the agreement targets no third country. Although CHP votes were part of the 279-strong majority, the CHP's Güzelmansur called for clear rules to prevent conflict with Türkiye's other international obligations. No article addressing NATO obligations was found in the sources reviewed. The ratification status in Pakistan and Saudi Arabia could not be verified.

Talay assessment

Bottom line

Ratification completes, on the Turkish side, the legal process for the agreement signed in August, turning an attack on Saudi Arabia into a matter of Türkiye's own defence. The 119 votes against and the absence of any article governing the relationship with NATO show that domestic political debate is ongoing. Talay's reading is that the date of entry into force will now be set by the ratification timetables in Riyadh and Islamabad.
