Insurers push Black Sea trade into coastal waters outside the war zone

France on 5 November extended by several weeks the mission of its maritime patrol aircraft in Romania, which had been due to end on 6 November. According to Reuters, at least 9 cargo ships were hit off the Romanian and Bulgarian coasts in October, and about 34 seafarers were killed or went missing.

Location: BLACK SEA

According to a Reuters report published by gCaptain, the Atlantique 2 deployed to Romania's Mihail Kogalniceanu base on 18 October and on 28 October detected 3 sea drones closing on the Contship Jet. The warning came about 1 hour in advance, and the 18 crew were rescued. The aircraft's commander said a single surveillance aircraft could not neutralise the drones. NATO said it has committed more than 40 billion dollars to counter-drone capabilities over 5 years; Russia denies targeting neighbouring countries.

A NATO official told Newsweek that Russian sea drones struck the Contship Jet on 28 October; Bulgarian Prime Minister Radev did not confirm responsibility. NATO data show that since the start of 2026 Russia and Ukraine have attacked 442 merchant ships in the Black Sea, killing 40 civilians. The Contship Jet was hit outside Bulgaria's 12-mile territorial waters, in the 24-mile contiguous zone.

The insurance constraint operates precisely at that 12-mile line. According to a Türkiye Today report of 14 October, the London market's Joint War Committee in September extended its listed area to cover the entire Black Sea. Only the territorial waters of 4 countries, Türkiye, Bulgaria, Romania and Georgia, were left out. The same report said new war premium quotes had risen to 0.6–1% of vessel value, up from 0.2–0.5% a week earlier. The Istanbul–Constanța coastal route is 90–100 nautical miles longer than the direct route and adds about 20,000 dollars in cost; one broker said about 90% of the transit fleet uses it. The premium figures date from 14 October.

Talay assessment

Bottom line

Black Sea trade has not shut down because insurance still leaves a corridor open: the 12-mile territorial waters of four coastal states sit outside the war premium zone. October's attacks came right up to the edge of that corridor, into the 24-mile contiguous zone. If attacks move into territorial waters, cover terms will change and the Turkish coastal route will also become more expensive; for now the most likely path is a corridor that stays open but costly.

Likely effects

  • Freight and insuranceNegativeWeeks

War premiums and a longer coastal route together raise the per-tonne cost of cargo bound for Romanian and Bulgarian ports.

  • Turkish shippingUncertain1–6 months

With Turkish territorial waters forming the backbone of the corridor, coastal traffic out of Istanbul intensifies, but Turkish-operated ships remain on the target list too.

  • Grain and fuelNegative1–6 months

Extra transport costs on grain and oil products leaving the Black Sea feed through to regional prices.

Possibilities, ranked

  1. 1
    A costly but open corridor60%

Attacks stay in the contiguous zone, territorial waters remain free of additional premium and traffic hugs the coast.

Watch: London market additional premium quotes for the Black Sea and the JWC listed areas

  2. 2

A merchant ship is hit inside 12 miles, the Joint War Committee narrows the exemption and the coastal route also attracts a premium.

The Abu Dhabi round agrees a narrow maritime ceasefire halting attacks on merchant ships.
