Shaibani discusses post-SDF integration with Fidan and Kalın in Ankara

Syrian Foreign Minister Asaad Hassan al-Shaibani held separate talks in Ankara on 8 October with Foreign Minister Hakan Fidan and MİT chief İbrahim Kalın. The agenda covered integration after the dissolution of the SDF, reviving the High-Level Joint Committee and Syria's defence capacity.

A Haber, citing Anadolu Agency, reported on 8 October that the meeting took place in Ankara; diplomatic sources gave no details. İlke TV reported on 9 October that the talks with Fidan covered developing bilateral relations and steps to revive the High-Level Joint Committee. The meeting with Kalın, who heads Türkiye's national intelligence organisation MİT, addressed the state of the integration process after the SDF's dissolution and coordination against ISIS.

According to the same report, the two sides also discussed continuing Israeli strikes in southern Syria, the effects of lifting US sanctions and strengthening Syria's defence capacity. In the previous step of this process, Fidan visited Damascus on 13 September and called for the decisions on dissolving the SDF to be implemented on time.

An assessment by the Long War Journal on 9 October says US Special Envoy for Syria Tom Barrack also met Shaibani in Türkiye on 8 October. The same piece notes that Syria condemned Israel's extension of control to the Sufa 53 line on 4 October, and that Türkiye condemned the same move on 5 October. The article dates the Shaibani–Fidan meeting to 7 October in one place and 8 October in another; the Anadolu Agency report says 8 October.

The centre of gravity of the talks was security, not diplomacy. Tracking post-SDF integration through the MİT channel shows Ankara is directly monitoring implementation. Defence capacity being on the agenda points to Türkiye's continuing search for a role in rebuilding the Syrian army.
