According to the Kyiv Independent, the 22 September meeting was the two leaders' first face-to-face meeting since July. Zelensky said energy truce proposals, winter support and a Patriot production licence had been discussed, and that Ukraine was ready for any form of energy truce. Trump said he thought a deal would be made but did not want to disclose its content. The same day the US State Department approved a possible $2.7 billion air defence sale to Ukraine; however, no concrete commitment on the delivery of interceptor missiles was announced.
Moscow's response is conditional. As reported by Meduza, Kremlin spokesman Peskov described an energy truce as a good idea, but said the safe operation of refineries would not solve global problems and that lifting sanctions on shipments and tanker security were far more important. According to sources speaking to the Financial Times, Putin will not accept such a deal because he sees energy strikes in the winter months as leverage against Kyiv. Trump had claimed on 14 September that the parties had agreed on an energy truce; this claim was not borne out on the ground.
The strikes continued alongside the talks. According to a Naftogaz statement carried by UA.NEWS, at least 5 ballistic missiles hit an oil and gas production facility in the Poltava region on the night of 22 September; the company said the facility had been hit dozens of times since 2022 and that the latest strike had made resuming operations effectively impossible. Ukraine said it had downed 177 drones, 1 Kalibr and 8 Banderol missiles the same night; 4 people were killed in Dnipro, 1 in the Donetsk region and a 3-year-old child in Mykolaiv. According to Meduza, power was cut in 7 regions after the attack; Ukraine, for its part, had struck the Syzran, Yaroslavl, Moscow and Kuibyshev refineries in recent weeks. The Russian side made no statement on the Poltava strike.
