First successful limpet attack of the war strikes tanker Louise 1 in Hormuz
Three maritime security sources told Reuters that a small boat attached two limpet mines to the hull of the Panama-flagged Louise 1 on 29 October. A limpet is an explosive fixed to a ship's hull by hand. It is the first successful use in the strait since February, and the perpetrator remains unclear.
According to UKMTO, the attack took place 25 nautical miles north-east of Khasab in Oman. The blast started a fire in the engine room and temporarily disabled the tanker. The crew is safe, the fire was extinguished and the ship is proceeding to its next port. Two Reuters sources said a limpet attempt in September failed to detonate. Greece-based risk group Marisks called the small boat's ability to approach and withdraw a major concern. Ukraine's SBU had struck the same ship with naval drones in the Black Sea in July, saying it served Russia's shadow fleet.
On the same day, 30 October, Oman evacuated 25 seafarers from the Panama-flagged tanker RITI, which was burning 1.6 nautical miles off Musandam. Whether the ship is one of the four tankers named by Iran is unclear. UKMTO also reported a vessel struck on its port side 40 nautical miles south of Lavan Island that day. The Revolutionary Guards claimed a supertanker carrying more than 2 million barrels had hit a mine; the claim could not be verified. CENTCOM commander Cooper said the primary transit lanes had been cleared of mines and that no Revolutionary Guards presence had been seen there.
UKMTO counted a little over 30 attacks in October, out of 145 incidents since 28 February, making this the most intense month of the war. IMO data cited by CNBC show at least 30 ships hit and at least 16 seafarers injured by 27 October; September had 15 verified incidents. On 30 October UKMTO put traffic through the strait about 70% below pre-war levels.
On insurance, the sources conflict. Reuters put the Hormuz war-risk premium at 6–9% of hull value on 25 September. This seven-day cover is reviewed every 24 hours and costs about 7 million dollars per voyage. No direct broker quote for late October could be verified. Talay's reading is that minesweeping clears the lanes but cannot stop a mine attached to the hull. CENTCOM's assurance of 30 October may therefore not be enough on its own to bring the premium down.
Talay assessment
Bottom line
The limpet attack shifts Hormuz risk from a fixed minefield to a mobile small boat. Clearing the route does not remove that risk, because the threat comes to the ship's hull. The most likely path is that the dark fleet keeps transiting and the war-risk premium holds its elevated band. The reading strengthens if quotes move above the 6–9% band Reuters reported in September.
Likely effects
- War-risk insuranceNegativeWeeks
Because seven-day cover is reviewed every 24 hours, a second limpet strike could reprice the premium within the same week.
- Dark fleetNegative1–6 months
Louise 1 being hit in the Black Sea in July and in Hormuz in October shows that old ships of opaque ownership carry the highest risk.
- TürkiyeNegative1–6 months
While insurance and freight costs on Gulf cargoes stay high, Türkiye's crude and product import bill carries a burden above headline Brent.
Possibilities, ranked
- 1Attacks continue, flows hold55%
Small-boat attacks recur, the fleet keeps using the strait and the premium stays in its elevated band.
Watch: UKMTO advisories and Kpler's weekly Hormuz flows
- 2Premium jumps to a new band30%
Further limpet strikes or loss of life push insurers to quote above 10%.
Watch: A single-transit Hormuz quote above 10%
- 3Diplomacy halts the attacks15%
The Qatari channel delivers, attacks stop and the premium starts to ease.
Watch: Seven consecutive days without a new UKMTO attack report
