Iran's own news agency denies its Hormuz-for-blockade offer
Iran's ambassador in Islamabad said on 24 October that Hormuz would reopen if the US lifted its blockade. Tasnim, which is close to the Revolutionary Guards, rejected any such swap the same day. Only 4 ships transited the strait on 18 October.
According to CBS's live coverage on 24 October, Iran's ambassador to Pakistan said Tehran was open to talks under the interim understanding signed through Pakistani mediation in June. He added that Iran would reopen Hormuz if the US lifted its naval blockade. Khaama, citing AP on 25 October, reported that Ambassador Reza Amiri Moghadam had passed the request to Pakistani mediators. Saudi broadcaster Al Arabiya carried the same offer, citing unnamed sources.
Two different messages came out of Iran. According to Khaama, a source quoted by Tasnim, which is close to the Revolutionary Guards, denied the Al Arabiya report. The source said no new proposal had gone to Pakistani mediators and that Iran did not accept a Hormuz–blockade swap. Iran International on 25 October summed up the two statements as contradictory signals. Al Jazeera reported that Nour News, close to the Supreme National Security Council, also tied reopening the strait to US acceptance of Tehran's demands on 24 October. On the American side, CBS said UN Ambassador Mike Waltz warned on 23 October that the war could run another year and the blockade could continue for the foreseeable future.
Physical flows explain the urgency behind the offer. A 24 October summary by Straits.live, based on IMF PortWatch data, shows only 4 ships transited the strait on 18 October, against a pre-crisis daily average of 85. The same summary counted 54 ships waiting away from port in the Hormuz and Gulf monitoring zone on 24 October. gCaptain recorded 254 transits in the week to 14 October, with traffic about 70% below pre-war levels. The two measurements rest on different methods and periods.
Talay assessment
Bottom line
The diplomatic channel and media close to the Revolutionary Guards sent opposite messages on the same day. Tehran has no single voice on how to use the strait as a bargaining chip. With Washington saying the blockade will stay, a swap is unlikely in the near term. While the strait handles around 4 ships a day, the risk premium stays in prices.
Likely effects
- Oil and freightNegativeWeeks
Mixed signals weaken hopes that the strait will reopen; freight rates out of the Gulf and war-risk premiums stay elevated.
- MediationUncertainWeeks
The Pakistani channel remains alive, but the Tasnim denial shows the Revolutionary Guards can veto a swap.
- TürkiyeNegative1–6 months
With 54 ships waiting and transits depressed, Türkiye's imports of Gulf crude and refined products stay expensive.
Possibilities, ranked
