Trump says the war will end soon, but Tehran keeps its seven conditions
Qatari mediators returned to Tehran on 30 October in coordination with the US. A CBS source said there were 'signs of progress'. Trump said the war would end soon, but Parliament Speaker Ghalibaf repeated that there would be no progress until seven conditions were accepted. As of 31 October, the US midterms were three days away.
According to CBS, the mediators are carrying amendments to the draft and Iran's reply is expected by the weekend. A senior Iranian official told Reuters, however, that Qatar had brought unacceptable ideas and that the position on the nuclear file would not change. According to Gulf News's live feed, Iran had rejected an earlier Qatari draft on 26 October. Tasnim wrote on 29 October that the Vance letter had not been answered. It called lifting the blockade, easing sanctions and access to frozen assets indispensable. Pakistan's army said on 30 October it was cautiously optimistic about the mediation.
Trump told KCMO radio on 30 October that the war would wrap up soon, but that a guarantee of no nuclear weapon was required. He did not explain how it would end. He also contradicted earlier reports by claiming the Vance letter concerned only medical supplies. The military track is moving the other way. According to Al Jazeera, the Revolutionary Guards said the war would spread over a much wider area in the event of a US attack. Army spokesman Mohammad Akraminia said preparations were continuing. Undated reports also say Mojtaba Khamenei issued strategic orders to army commanders.
UKMTO data cited by CBS show October as the war's most intense month for attacks, and diplomacy is proceeding inside that picture. CENTCOM commander Cooper said on 30 October that the US had enabled Gulf partners to export more than 1.5 billion barrels of crude since the summer. Iranian MP Mahmoud Nabavian called for withdrawal from the NPT. The call is not an official position. No firm date for an operation after 3 November could be verified.
Talay assessment
Bottom line
Both sides are heating up the table and the battlefield on the same day. Trump's optimistic tone is not evidence of a deal, because the sequencing of the nuclear condition and the blockade remains unresolved. The weekend reply will set the bargaining ground for a decision after 3 November. The most likely path is a partial reply that drags the process out and leaves a strike decision in suspense.
Likely effects
- Oil curveUncertainWeeks
Each report of progress on the Qatari channel could briefly pull down the prompt premium, but scarcity pricing persists until the sequencing is resolved.
- Gulf infrastructureNegativeWeeks
The Revolutionary Guards' wide-area warning keeps alive the risk that retaliation for any strike reaches Gulf facilities.
- TürkiyeUncertainWeeks
If the weekend reply is negative, a prompt Brent contract at 113.43 dollars quickly creates upside risk to Türkiye's energy bill.

A formula is found on the sequencing of the blockade and the nuclear file, and a timetable for reopening Hormuz is discussed.
