Energy facilities join the US and Israeli target list for Iran
The US and Israel are preparing a major new round of strikes on Iran's leadership, energy infrastructure and nuclear facilities if no last-minute deal emerges, Axios reported on 28 October, citing 3 US and Israeli sources. No decision has been taken yet.
According to the Axios report carried by APA on 28 October, Qatari mediators are trying to persuade Iran to let UN inspectors visit the bombed nuclear sites in order to head off the strikes. The same report says the proposed formula would give Iran partial sanctions relief in return for nuclear concessions. As of 28 October, Saudi Arabia, Pakistan, Türkiye and Egypt back the Qatari mediation to prevent regional escalation. The report gives no date for any strike; the US midterm elections are on 3 November.
Two major outlets contradict each other on the energy component of the target list. A New York Times report cited by Investinglive on 22 October quoted some officials as saying refineries and oil infrastructure would be spared because Trump does not want petrol prices to rise further. The 28 October Axios report, by contrast, lists energy infrastructure without distinction; which energy facilities are meant could not be verified as of 28 October. On the Iranian side, Foreign Minister Abbas Araghchi said any Israeli-provoked attack in the Gulf would have a devastating effect on international markets, CBS reported on 28 October. According to the NYT, Iranian figures had earlier threatened Saudi refineries, including Aramco facilities.
Talay assessment
Bottom line
For the energy market, the critical question is less whether strikes happen than which energy facilities are on the list. If refineries and oil infrastructure are spared, the direct supply impact stays limited, because Iran's exports are already close to zero under the blockade. The real supply risk comes from Iran retaliating against Saudi refineries. The most likely path is that the decision slips past 3 November and the premium stays in prices until then.
Likely effects
- Oil pricesNegativeWeeks
December Brent rose about 1.2% intraday on 28 October; the war premium in the front months will hold until the decision is clear.
- Gulf refining supplyNegative1–6 months
If Iranian retaliation targets Saudi refineries, diesel supply tightens as well as crude; the claimed fire at Ras Tanura on 27 October illustrates the risk.
- TürkiyeNegative1–6 months
With Gulf risk priced into diesel and crude imports, Türkiye's energy bill and pump prices stay elevated through November.
