Iran's general staff declares the Strait of Hormuz fully closed
Iran's chief of general staff Ali Abdollahi said on 26 October that the Strait of Hormuz is fully closed and that no ship outside Iran's rules may pass. The last official count for the strait dates from 18 October and shows only 4 transits.
State media Tasnim relayed the statement, which Shafaqna published on 27 October, that Major General Ali Abdollahi said the army and navy hold the Gulf coasts, the islands and the strait under full control. On 26 October Abdollahi added that the waterway is completely closed and that not a single vessel may pass outside Iranian rules. Fox News reports that on the same day he warned that ships straying from the route Iran has set would suffer serious damage. CBS notes that Trump said on 25 October that the United States now controls the strait; Abdollahi called that claim propaganda.
Foreign Minister Abbas Araghchi said on 25 October that the management of the strait and its routes will not return to the pre-war arrangement. A Bastille Post report based on the state agency IRNA says Araghchi argued that fundamental and strategic change has come to West Asia since the war began on 28 February. He added that the security of the region must be provided by the countries of the region rather than by foreign powers. In the same speech on 25 October he said negotiations would continue on some matters. Gulf News reports that Ali Bagheri Kani, deputy secretary of the Supreme National Security Council, said on 27 October that Washington must meet 7 conditions before any talks.
Two sources diverge on the transit count. IMF PortWatch data relayed by Straits.live shows only 4 transits through the strait on 18 October, against a pre-crisis daily average of 85 ships; PortWatch has published nothing yet for 19 to 26 October. The INTERTANKO estimate on the same page puts transits above 30 a day on the route the United States protects, where both the route and the counting method differ. Straits.live recorded on 27 October that 159 of 254 tankers scanned in the previous 24 hours had switched off their position signal (AIS), against a 7-day average of 95.3.
Talay assessment
Bottom line
Tehran is recasting the strait from a bargaining chip into a permanent management regime, and that is what Araghchi means when he rules out a return to the pre-war arrangement. The official count is 4 ships while the industry estimate is above 30 a day, so physical flow is less closed than the declaration suggests, yet the routes and the rules sit in Tehran's hands. The most likely path is that the closure declaration continues alongside selective transit.
Likely effects
- Freight and insuranceNegativeWeeks
The warning of damage to ships off the designated route keeps the war-risk premium and the practice of switching off position signals high; transits continue by convoy and transhipment.
- DiplomacyNegative1–6 months
The claim that routes change permanently complicates any formula trading the blockade for a reopening; Bagheri Kani's 7 conditions narrow the bargaining space.
- TürkiyeNegative1–6 months
Regime uncertainty in the strait keeps freight and insurance costs high for Gulf crude and LNG; the energy import bill grows through that channel.
Possibilities, ranked
- 1Closed in name, selective in practice60%
Iran keeps declaring the strait closed while the US-protected route and Iranian-approved transits continue at low volume.
Watch: PortWatch transit data for 19 to 26 October and the INTERTANKO count
- 2Phased reopening against the blockade25%
Washington eases the blockade and Iran raises transits on a timetable of a few days while keeping its new rules.
Watch: An official easing of the US blockade or an implementation timetable from Tehran
- 3New attacks on off-route ships15%
Iran enforces its warning, ships off the route are hit and transits fall further.
Watch: New UKMTO attack advisories in Hormuz
Probabilities are calibrated judgement based on the sources, not measurement, and are revised as new information arrives. Not investment advice.
