Qatari mediators give Washington and Tehran 36 hours to answer
A Qatari official said on 3 November that mediators expect feedback from the United States and Iran on a new proposal within 36 hours. Doha said the parties had agreed to avoid regional escalation; Iranian official Rezaei said the strait would not reopen until seven conditions are met.
According to the Jerusalem Post, citing Reuters, Qatar said on 3 November that both sides remained committed to mediation and were reviewing proposals to bridge their differences. In a statement the same day, Doha said there was an understanding to avoid escalation in the region and the Gulf, but gave no details. CBS, citing Reuters, reported that mediators expect responses to the new proposal from both sides within 36 hours. Qatari foreign ministry spokesman Ansari said on 3 November that Doha was hopeful of an interim deal.
Voices from Tehran were harsher on 3 November. According to CBS, security official Mohsen Rezaei said he found the US response unconvincing and that the strait would not reopen until seven conditions are met. Foreign ministry spokesman Baghaei said any settlement must end the war on all fronts, Lebanon included; on 2 November he had said the proposal required the lifting of the US naval blockade. The Revolutionary Guards claimed to have shot down a US MQ-9 drone over the eastern Strait of Hormuz overnight; the claim could not be independently verified.
According to Middle East Eye, UKMTO reported that at 21:05 GMT on 3 November a tanker was hit in the engine room by two projectiles 14 nautical miles north-east of Limah, Oman, with no casualties or pollution reported. Trump said there would be no new strikes before the 3 November midterm elections, but kept the option open for afterwards. January ICE Brent fell to 103.60 dollars the same day, its lowest close since 7 October.
Talay assessment
Bottom line
Qatar has shown the process is not dead, but both sides' conditions have not moved: Tehran wants the blockade lifted and its seven conditions met first. The 36-hour window could open the door to an interim deal, while attacks off Oman keep insurance and transit constraints in place. The most likely path is a process that stays open but inconclusive.
Likely effects
- Oil pricesUncertainWeeks
Hopes of an interim deal pulled the front-month premium lower again on 3 November; if the window closes without result, part of that decline could reverse.
- ShippingNegativeWeeks
Continued attacks off Limah, despite the de-escalation understanding, undercut the case for insurers to narrow their Gulf listed areas.
- TürkiyeUncertain1–6 months
A settlement could ease the energy bill, while a drawn-out process would carry uncertainty over import costs for months.
Possibilities, ranked
- 1Process open, no outcome55%
The window passes, the parties revise the proposal, and attacks on shipping continue, if sporadically.
Watch: Qatari foreign ministry statements and UKMTO incident reports
- 2Interim deal30%
The parties agree a phased timetable for the blockade and the strait, and transits rise gradually.
Watch: A US statement signalling that the blockade is being eased
- 3Post-election escalation15%
The United States or Israel launches a new air campaign and the process is suspended.
